2. Work Procedure

receipt of applications for odor technology diagnosis

☉ In accordance with Article 6 (Application for Technology Diagnosis) of the 「Regulations on Odor Technology Diagnosis for Public Environmental Facilities」 applicants for an odor technology diagnosis shall submit an application to the implementing agency.
☉ Odor technology diagnosis specialized institutions (private) may apply the same procedure to related work, and may receive and process applications.
☉ Methods of implementing the odor technology diagnosis
    1. Small-amount and private contracts under the Local Autonomy Act
    2. Lump-sum, restricted competitive, and proposal bidding
    3. Receipt of application form

  • 1. Diagnostic costs are calculated for each facility. Depending on the process configuration of each facility, the basic diagnostic cost shall be multiplied by the correction factors below.
  • a. Correction factor for public livestock manure treatment facilities that are equipped with preliminary and primary treatment processes (screenings treatment facilities and physico-chemical treatment facilities) and are connected to public sewage treatment facilities, etc. for combined treatment: 0.5
  • b. Correction factor for facilities that are equipped with secondary treatment processes (biological treatment facilities) and either perform final treatment themselves or are connected to public sewage treatment facilities, etc. for combined treatment: 1.0
  • c. Correction factor for facilities that, downstream of secondary treatment, are equipped with tertiary treatment processes (coagulation–sedimentation, dissolved air flotation, filtration, ozone, etc.) and either perform final treatment themselves or are connected to public sewage treatment facilities, etc. for combined treatment: 1.2

  • 2. Where any of the following additional treatment facilities are included, the correction factors below shall be added to the correction factor specified above.
  • a. Correction factor for treatment facilities equipped with a sludge digestion process for sludge treatment: 0.2
  • b. Correction factor for treatment facilities in which the main treatment process is divided into and installed as two or more different process types.
  • 3. Where there are additional diagnostic requirements beyond the basic diagnosis and the diagnostic scope is expanded, the diagnostic agency may charge the corresponding additional costs. In such cases, the additional costs shall be calculated by applying, mutatis mutandis, the 「Standard Fees for Engineering Services」 pursuant to Article 31(2) of the Engineering Industry Promotion Act.
  • 4. For facilities subject to the effluent water quality standards for ecotoxicity under 「the Water Environment Conservation Act」, an additional fee for ecotoxicity analysis may be charged. The analysis fee shall be calculated in accordance with the test fee schedule under the 「Rules on Test Requests to the National Institute of Environmental Research」. (Four analyses per facility; VAT excluded)
  • 5. Upon completion of the diagnosis, the diagnostic agency shall submit ten printed copies of the diagnostic report and one complete set of deliverables (including diagnostic data) to the requesting organization.

  • 3. For the measurement and analysis of odor substances outside the site boundary of the treatment facility, diagnostic costs shall be calculated separately in accordance with the inspection fees of odor testing institutions.
  • 4. Where there are additional diagnostic requirements beyond the basic diagnosis and the diagnostic scope is expanded, the diagnostic agency may charge the corresponding additional costs. In such cases, the additional costs shall be calculated by applying, mutatis mutandis, the 「Standard Fees for Engineering Services」 pursuant to Article 31(2) of the Engineering Industry Promotion Act and the 「Inspection Fees of Odor Testing Institutions」 as notified by the National Institute of Environmental Research.

REMARKS

  • 1. Where there is a request for additional items beyond the basic technical diagnosis and the scope of diagnosis is expanded, the diagnostic service provider may add the associated costs. In such cases, the additional costs shall be calculated by applying mutatis mutandis the 「Standards for Engineering Service Fees」 pursuant to Article 31(2) of the Engineering Industry Promotion Act and the 「Inspection Fees for Odor Inspection Agencies」 as notified by the National Institute of Environmental Research.
  • 2. Upon completion of the technical diagnosis, the diagnostic service provider shall submit ten copies of the diagnostic report and one copy of the on-site survey results to the applicant organization.
  • 3. For incineration facilities, where two or more facilities located on the same site simultaneously apply for a technical diagnosis, the facility with the largest capacity shall be calculated with a correction factor of 1, and the diagnostic cost for each remaining facility shall be calculated by applying a correction factor of 0.7 to the diagnostic cost derived for that facility.
  • 4. For landfill facilities, where a technical diagnosis is simultaneously requested for two or more sites, the main facility (the facility with the largest landfill area) shall be calculated with a correction factor of 1, and the amount for each remaining facility shall be calculated by applying a correction factor of 0.5 to the diagnostic cost derived for that facility.
  • 5. For food waste treatment facilities, where two or more facilities located on the same site simultaneously apply for a technical diagnosis, one facility (the facility with the largest capacity) shall be calculated with a correction factor of 1, and the amount for each remaining facility shall be calculated by applying a correction factor of 0.5 to the diagnostic cost derived for that facility.
  • 6. If, due to unavoidable reasons such as suspension of waste acceptance or inability to supply electric power, an incineration facility cannot be restarted, the technical diagnosis cost for that facility may be adjusted through consultation between the relevant technical diagnosis applicant and the diagnostic service provider.
